2.4.1 Setting Priorities

These design guidelines can most readily be implemented in all new construction projects on post. Any new project under contract after the formal adoption of the IDG must be required to comply with these standards. Almost all of the elements covered by these design guidelines undergo renovation or alteration every few years. These alterations of facilities and their surrounding sites should also comply with the requirements of the design guide. If these incremental improvements are made, a gradual but consistent improvement of the buildings, landscaping, parking lots, signage, circulation systems, and other elements will result. Major improvements will be evident in the visual environment within a few years of full implementation.

The cost of making these improvements is always a significant concern to Fort Carson and the Army in general. If the incremental approach described previously is used, the majority of these needed improvements can be spread out over a longer period of time and funded as a part of the usual Military Construction Program and/or Operation Maintenance processes.
