2.4.2 IDG Review & Approval

The United States Army is the controlling agency on Fort Carson and most major construction projects are directed by the Army Corps of Engineers. There are a number of separate tenant units and activities involved with the construction projects and therefore impact the visual image of Fort Carson. In many cases the installation or these tenants contract directly for minor projects. A significant amount of work is also either done directly by, or contracted through, the installation. Every group involved in planning and constructing projects on Fort Carson should be held accountable for meeting the requirements contained in the Installation Design Guide.

To facilitate the understanding, implementation, and comprehensive use of the IDG, a single member of the Directorate of Public Works (DPW) staff should be designated as the primary charge for IDG review and coordination. This person must be supported by appropriate technical personnel, and must possess the training and authority to properly implement the IDG. The technical support team should be composed of members of DPW and possibly another representative of the installation planning board. The DPW staff positions should be rotated so that all applicable personnel are able to participate. A cross-representation of Master Planning, Engineering Services, and Buildings and Grounds would appear to be most beneficial.

2.4.2.1 Updating the IDG

Fort Carson is an active and dynamic installation that is constantly changing and redeveloping. Any set of guidelines developed to control or direct the visual environment of the post must be adaptable to change. As a general rule, a comprehensive review every five years will keep this document current and effective and allow it to change with the nature of Fort Carson.  At these five year reviews, three important factors need to be studied.

  • Major functional changes.

  • Effectiveness of design guidance.

  • Incorporation of new references, guidelines, and standards.

The responsibility for reviewing and updating the IDG should reside with the IDG Coordinator, but also must intimately involve Master Planning and other associated departments with the final approving authority resting with the Garrison Commander.
