A systematic and consistent approach toward achieving the goals and objectives identified above will gradually bring about significant change to the image of Fort Carson.  The positive aspects of the post will be reinforced and extended, and visual distractions will be minimized and eliminated.  The main goals and objectives combine to form an image of what the installation might become in the future.

The desired image of Fort Carson should be an expression of its unique Rocky Mountain location.  This should visually promote the traditional military values of stability, discipline, and order.  This image must reflect an attractive and comfortable environment in which people live and work.  The image must help positively inspire people, reflect a visual balance of unity and diversity, and promote recognition of Fort Carson as an "Installation of Excellence".
