5.2.1 Administration Facilities Visual Theme

Administration Facility

Administration facilities accommodate a variety of different functions.  Administration facilities must balance operational efficiency, visual composition, maintainability, and user comfort.

Below is a list of facilities that fall under the Administration Facilities Visual Theme:

  • Post Headquarters

  • Battalion Headquarters

  • Contracting Office

  • Department of Public Works

  • Any building where the majority of the people using the facility are sitting at a desk during the day.

5.2.1.1 Form, Shape, and Proportion

  • The facilities in this visual theme shall have a horizontal emphasis; width/height ratio to be no less than 3:1.
  • The roof configuration of administration facilities is to be sloping with a standing seam metal roof (maximum slope 4:12) and/or "flat" utilizing a white reflective roofThe use of a combination of flat and sloped roofs is recommended.
  • All buildings in this area shall follow the orthogonal (right angle) geometry unless functional requirements necessitate deviation.  In those cases, angular or circular geometry may be used, providing that the orthogonal geometry is visually dominant.  Deviations from the orthogonal geometry shall be approved by DPW prior to incorporation into designs.

5.2.1.2 Size, Massing, and Scale

    Administration facilities should not be more that three stories tall.  The use of a taller building (four or more stories) must be approved by DPW.
  • The building mass shall be broken into horizontal segments to reduce apparent size.  Segments shall be limited to sixty feet (60') maximum horizontally between required minor offsets (2 feet deep or less) in exterior elevation wall plane.
  • Building scale shall portray an image of a medium-sized commercial building.  Overall building size shall be limited to horizontal increments of one hundred eighty feet (180') maximum, broken by required major offsets (over 2 feet deep) in exterior elevation wall plane.  Various elements such as windows and entries shall be scaled to give the facility human scale.

5.2.1.3 Details

  • Entries shall be clearly defined and enhanced with appropriate landscaping.
  • Brick is to be used as the main exterior material and the detailing of this material is key to the success of the overall aesthetic.  The use of variations in bond patterns, corbelling, soldier courses, or similar masonry techniques is encouraged.
  • Architectural concrete detailing is encouraged through the use of chamfers, reveals, insets, surface texturing, and other similar rustication techniques.
  • All detailing shall provide clean, crisp, and uncluttered lines, which are expressed in like manner at all exterior elevations.
  • Fenestration at entries shall be recessed behind the building principal wall plane a minimum distance of four feet (4'), providing a protected entry area.  Overhangs and canopies can also be utilized at entries for protection from the weather.
  • Large service or garage-type doors shall be carefully screened from entries, and similar people places, and shall be insulated.

5.2.1.4 Material Placement

  • Brick - main exterior material.
  • Concrete Masonry Unit (CMU) - split faced integrally colored CMU can be used as a wainscot material up to 4’-0” above grade.  Do not paint CMU.
  • Precast - use for sills and trim pieces.
  • Light colored reflective roofing membrane - flat and low sloped roof areas.
  • Standing seam metal roofing - all pitched/sloped roofs.
  • Pre-finished metal flashing and trim - all locations where trim is needed, parapet flashing.
  • Pre-finished aluminum - storefront and window systems.

Prohibited materials - these materials shall not be exposed to view:

  • Shingle roofing.
  • Wood.
  • Fiberboard sheathing.
  • Aggregate panels.
  • Stucco.
  • Metal lap siding.
  • Poured in place concrete - concrete foundations shall not be exposed to view.
