5.3.1.4 Liabilities
5.3.1.4.1 Site Planning
- The warehouse storage area contains large expanses of ambiguous pavement, where POVs, loading docks, railroad tracks, and streets are not separated or designated with striping.
- Cars visually dominate the environment.
- The industrial area is not screened from people entering the installation at Gate 3 or 4, or traveling along Academy Boulevard.
5.3.1.4.2 Buildings
- Pedestrian entries on large facilities are not defined or protected from the elements.
- Inconsistent building maintenance is visually unattractive.
- The Old Fort Carson Hospital Complex has incompatible paint colors, poor maintenance, and entries that are not well defined. Add on construction is unattractive and is incompatible with the main structure.
5.3.1.4.3 Circulation
- Major streets in the area, specifically Magrath Avenue and Wickersham Boulevard, lack street trees, curbing, striping, streetlights, and major signage elements.
- The street lighting system does not reinforce the functional hierarchy for circulation or enhance the surveillance/security of the storage/supply area.
- Many parking areas lack designated ingress/egress points.
- Many parking lots lack definition (edge treatment, curb and gutter) and do not have parking space striping.
5.3.1.4.4 Plant Materials
- Plant materials and landscaping are non-existent in most areas.
- Many areas of undefined spaces have minimal coverage of natural grasses mixed with weeds, dirt, or gravel, and are not maintained and are unattractive.
5.3.1.4.5 Site Elements
- Trash receptacles do not meet the standard and are inappropriate for type of use.
- Trash dumpsters lack screening and are placed haphazardously throughout the zone.
- There is no provision for bicycle parking in the zone.
- Overhead utility poles and lines are exposed to maximum view along roads and in front of buildings.
- Transformers and other utility items are not screened and are exposed to view near roads and parking areas.
5.3.1.4.6 Force Protection
- Force protection requirements such as stand-off distances and setbacks are typically not met in this area.
