5.3.1.5 Recommendation
5.3.1.5.1 Site Planning
- Unsightly storage yards, utility facilities, and other appurtenances should be screened from view near people oriented facilities and areas, major roadways, and all gates.
- Sidewalks should be installed to flow pedestrian traffic from parking lots to entrances of buildings.
5.3.1.5.2 Buildings
- New facilities built in this zone shall match the character and materials set forth in this section.
- Through standard maintenance practices, all facilities that are painted shall be updated to match the standard for this zone.
- A standard paint color (green) on all trim and overhead doors can help unify the various facilities in the area.
5.3.1.5.3 Circulation
- The major circulation elements, such Magrath Avenue and Wickersham Boulevard, need to be strongly reinforced by the use of street trees, curbing and striping, street lights, and proper signage.
- Vehicular circulation needs to be clearly separated and defined. On-street parking should be minimized.
- Parking lot edges should be defined. Striping defining the circulation within the parking area and the parking spaces should be added.
- Parking lot edges should be properly screened with planting material. Landscape islands should be incorporated to visually break up large parking areas.
5.3.1.5.4 Plant Materials
- A dense landscape buffer made up of groupings of plants with varying heights, shapes, and sizes must be installed adjacent to Gate 4 and Gate 20 to screen the industrial area from the view of those entering the installation.
- Shrubs should be used to help define and screen parking lots.
- Water efficient landscaping, such as local and native plants, can help minimize water consumption on the base and can contribute to LEED™ qualification.
5.3.1.5.5 Site Elements
- All overhead utilities should be relocated into an underground service system.
- A few small scale amenity areas (picnic tables, benches, landscaping) should be incorporated to create visual relief and to provide an exterior space that can be used by workers in the area.
- Chain link fencing should only be used when necessary to meet security requirements. All other fencing in the area is to be vertical metal slat type, because it screens the contents of the area better than chain link.
- Provide enclosures for dumpsters.
- Screen all transformers and other utility items from view.
5.3.1.5.6 Force Protection
- Force protection setbacks should be considered with all new projects in the area.
