5.3.2.4 Liabilities
5.3.2.4.1 Site Planning
- Parking areas are inadequately sized in the northern troop area (Zone B2).
- Large, unscreened parking areas lack internal landscaping and islands.
- In several cases, a building’s front entry faces another facility’s unscreened service area.
- Buildings are organized into quads that are campus-like, however, the open spaces between the facilities are not fully utilized as pedestrian spaces. These spaces are often covered in red rock that does not invite or promote pedestrian use. In some instances, gazebos have been placed in the open spaces, but there is no sidewalk access to the gazebos. Pedestrians have to cross the red rock mulch.
5.3.2.4.2 Buildings
- Loading/trash areas at dining facilities are unscreened and exposed to adjacent roads and parking areas.
- Some concrete block barracks adjacent to O’Connell Boulevard have been painted various colors, have been stuccoed over, and do not visually relate to nearby barracks.
- Building entries have not been emphasized or protected from the elements.
- Exterior trim materials and colors are inconsistent from one building to another.
- Mechanical units on many roofs are unscreened.
- New administration facilities in the B2 Zone, in the quads amongst the barracks facilities, do not coordinate in material and color with the adjacent facilities.
5.3.2.4.3 Circulation
5.3.2.4.4 Plant Materials
- There is a total lack of evergreen trees or shrubs in Zone B3.
- Gravel groundcovers are used extensively in large areas with few or no trees or shrubs of any kind to provide relief.
- Sizes and colors of gravel groundcovers are mixed and inconsistent from one area to another (and sometimes in the same area). The size of the rocks in a few areas are large enough to be out of scale, and create an unattractive, non- people space.
- Turf areas are poorly maintained in many places. Underground sprinkler systems in many areas appear to be out of order and/or have not been used recently.
- In most areas deciduous trees and shrubs are widely scattered, with few groupings or mass plantings.
- Buffers are lacking between troop housing areas and adjacent motor pools or industrial areas.
5.3.2.4.5 Site Elements
- Signage does not comply with IDG standards in many instances (building identification, parking stall identification, directional signage, etc).
- Pedestrian crossings are not always clearly marked.
- Exterior lighting fixtures and pole designs vary from one area to another and sometimes within the same parking lot.
- No bicycle parking is provided in the area.
- Dumpsters are unscreened and are visual focal points at ends of both parking areas and at local roads.
- Transformers and other utility items are not screened and are exposed to view near roads and parking areas.
