5.3.2.5 Recommendation

5.3.2.5.1 Site Planning
  • Large expansive parking lots should be screened from primary roadways and main entrance drives by using a combination of earth berms and plant materials such as shrubs.
5.3.2.5.2 Buildings
  • Designs for new buildings and additions in these areas should be very considerate of the existing adjacent facilities and should have a major goal of continuing the precedent.  Individual new designs are not required to be exact “copies,” but can use derivations of appropriate building forms combined with carefully matched building materials.
  • A strong continuity of building materials and corresponding colors must be provided in this area.
  • Exposed cabling and wiring on buildings should be removed and consolidated.
5.3.2.5.3 Circulation
  • The internal roadways that center on the dining hall need to be strongly reinforced with landscaping.  These areas should be developed both as focal points and as visual screens for the dining facility service dock areas.
  • Major cross streets, such as Quinn Street, should be visually reinforced with landscaping to be more easily identifiable to motorists.
5.3.2.5.4 Plant Materials
  • Deciduous trees must be provided within large parking areas for visual relief and shade.
  • Troop housing areas must employ a more balanced combination of evergreen and deciduous plant materials.
  • A landscape maintenance program needs to be set up for Zone B3.  Sprinkler systems need to be fixed.  General landscape maintenance, such as tree trimming, edging, debris removal etc., needs to be accomplished.
5.3.2.5.5 Site Elements
  • Provide bicycle parking in the area.
  • Provide pedestrian amenities, such as benches, tables, and grassy spots to sit in, along circulation paths and in courtyards between facilities.
  • Small landscaped plazas and courtyards need to be developed in the troop quad areas.
  • All non-conforming signage needs to be removed and replaced with signage that is in compliance with the IDG.
  • Provide enclosures for all dumpsters.
  • Screen all transformers and other utility equipment from view.
5.3.2.5.6 Force Protection
  • Force protection setbacks should be considered with all new projects in the area.
