5.3.4.4 Hospital Visual Zone D4

The hospital zone has one large facility, the Evans Army Community Hospital, and its respective ancillary facilities.  The design of this hospital establishes a very strong precedent for any future facilities in this functional zone.

5.3.4.4.1 Visual Character

5.3.4.4.1.1  Attitude

The existing attitude of the Hospital Visual Zone is that of a large medical facility.  The area is dominated by the Evans Army Community Hospital.

  • Sturdy.
  • Support.
  • Cleanliness.
  • Healing.

5.3.4.4.1.2   Elements

The following is a list of elements that can be found in or are used extensively throughout this visual zone.

  • Daylighting.
  • Large storefront windows.
  • Landscape berms.
  • Boxy forms
  • Entrance canopies
  • Mature landscaping

5.3.4.4.1.3  Materials

The materials used in this visual zone shall correlate with the Visual Theme that is set for the type of facility in question. 

Community Support Facility Materials

 See Section 8 Building Design, Exterior Materials for the material colors that are to be used in this visual zone. 

The dominance of this facility dictates that smaller adjacent hospital and clinic facilities be designed with the same building elements vocabulary to maintain continuity.  Any new facilities that may be built in this zone should be visually related, but ancillary to this hospital.  The following guidelines will help identify, in a direct manner, ways these ideas are to be implemented.  Deviations need to be approved by DPW at the 35% design phase.

Where possible, material selection should be guided by the LEED™ rating system and by the requirements necessary to attain the relevant LEED™ credits.  See Appendix D and Appendix E.

5.3.4.4.3.1  Site Planning

  • None.

5.3.4.4.3.2  Buildings

  • The Evans Army Community Hospital colors, massing, and fenestration create a unique, clean-lined facility and a positive statement.
  • Mechanical units are screened and integrated into the design.
  • The color of the brick and trim, together with related design elements, introduce a new design genre to the cantonment area.
  • The new medical clinic south of the hospital facility is a good example of how different materials and elements can be combined to meet the IDG requirements yet establish a unique identity for the facility.

  • Parking lot layout, landscaping, and screening is appealing.
  • Pedestrian circulation within the parking lot is well defined.

5.3.4.4.3.4  Plant Materials

  • Mass plantings of evergreen shrubs complement and humanize the massive scale of the new hospital building and provide color accent.
  • Large open grassy areas blend into the adjacent natural and wild grass covered hillsides.

  • Utilities and site lighting service lines are underground.
  • Site furnishings are integrated by color and design with the new hospital facility.

  • Painted trim elements are fading and are in need of new paint.
  • Temporary facilities located south of the main hospital do not coordinate with the hospital facility.

  • Signs and some site elements such as light poles and bollards were painted to match the building trim color.  The paint is fading and needs to be repainted.

  • Paint faded areas with materials that will require less maintenance.  In the future, use only materials that have a factory finish that will not fade or need repainting.

  • Replace painted site elements with ones that have a factory finish or repaint with a material that will require less maintenance and will not fade.
