8.11.2 Lead Management Plan (LMP)

The Lead Management Plan (LMP) applies to the United States Army post at Fort Carson and Pinon Canyon Maneuver Site under Fort Carson command.  The procedures herein also apply to contractors and to visitors while present at Fort Carson.  At Fort Carson, lead is commonly found in exterior and interior paint applied to buildings and other structures at the post.  The Lead Management Plan is a guidance document to direct all aspects of the lead management program for Fort Carson and PCMS.  It is intended as a reference source, a planning guide, and a documentation aid for LBP and other lead related activities.  The plan is designed to direct health, safety, and disposal activities associated with demolition, renovation, construction, and upgrading.  The Toxicity Characteristic Leaching Procedure (TCLP) is used to determine whether a waste is considered to be hazardous waste.  Federal regulations include:

  • Hazardous Waste Determination 40 CFR 262.11 and 40 CFR 261.24.  Demolition waste characterization should be performed on structures containing lead based paint.

  • OSHA Lead in Construction Standard 29 CFR 1926.62.

  • Colorado Air Quality Control Commission Regulation 19.

  • Environmental Protection and Enhancement Army Regulation 200-1.
