8.11.3 Polychlorinated Biphenyl Management Plan

The Polychlorinated Biphenyl Management Plan (PSBMP) applies to the United States Army post at Fort Carson and Pinon Canyon Maneuver Site under Fort Carson command.  In order to meet Federal, State, and Department of Defense (DOD) requirements, and to help prevent personal injury, or harm to public health and the environment, concerted efforts must be made by all Fort Carson personnel to provide safe handling, control, and disposal of PCBs.

Information and procedures presented in this PCBMP will be used to guide Fort Carson personnel (including PCMS) with the management of PCBs.  Regulations include:

  • Colorado Hazardous Waste Regulations 6 CCR-1007-3.

  • Toxic and Hazardous Substance 29 CFR part 1910-1200.

  • Toxic Substance Control Act (TSCA) 40 CFR part 761.

  • Resource Conservation and Recovery Act (RCRA) 40 CFR Parts 260-282.

  • Army Regulation 200-1.
