11.3.4.2.1 Picnic Shelters and Break Pavilion Location

Picnic shelters and break pavilions should be strategically located and sized for shared use to discourage the proliferation of small shelters scattered throughout the installation. The styles of these important site furnishings respond to different visual zones, pedestrian activity, and historical context. Along with the other site furnishings, they will introduce a visual continuity to the base.
Picnic shelters shall be placed in strategic locations around the base. Where possible, they should be grouped with other site furnishings and placed adjacent to major pedestrian activity nodes. A partial listing of potential locations is given here as a minimum, but should not be limited to only the areas mentioned. The areas are:
- One (1) or more picnic shelters may be located within fifty feet (50’) (15.24 m) of identified picnic areas and groups of outdoor recreation fields, particularly recreation areas where large groups of players/observers congregate frequently.
- One (1) picnic shelter may be located within thirty feet (30’) (9.14 m) of children's playgrounds.
- One (1) picnic pavilion may be located in or near all other activity "nodes," where a consistent concentration of pedestrian traffic and outdoor use dictates the need.
Break pavilions shall be placed in strategic locations around the base. A partial listing of potential locations is given here as a minimum, but should not be limited to those mentioned. These areas are:
- Locate break pavilions close to side and rear building entrances. Pavilions shall not be located in the vicinity of main entrances.
- Locate break pavilions in association with building complexes, such that one pavilion can serve several buildings. Also provide pavilions in places like the barracks complex areas, community center areas, and other areas where pedestrians congregate.
- Generally, break pavilions should not be remotely located, but should be adjacent to primary facilities.
11.3.4.2.2 Picnic Shelters and Break Pavilion Design
Picnic shelters and break pavilions can be open on all sides. The minimum size should be 12 feet square with a minimum 8-foot vertical clearance.
11.3.4.2.2.1 Picnic Shelters Design
Use a pre-fabricated kit with a metal sandwich panel hip roof and perimeter metal column design. Exposed wood structural elements are allowed in the recreation areas of the installation. The metal panels and the structural insulated panel systems are both pre-cut and the frames are prime painted to be finish painted in the field. The pavilion is surface mounted on a poured concrete slab over a cast-in-place anchor bolt hidden within each column. All connections are bolted together with the components hidden within the tubing whenever possible. Roof color shall be determined by the roof color set for the visual zone the shelter is located in.
11.3.4.2.2.2 Break Pavilion Design
Break pavilions shall follow the building design guidelines for the visual zone in which they are located. In addition, the individual pavilion design must match the design of the building to which they are associated with. This visual association includes design character, exterior forms, materials, and colors. All pavilions should have sloped roofs, even if their associated building has a “flat roof.” Wood components shall not be used on any pavilion. Most commonly, the pavilion will be an “open-air” design, such that doors, windows, and screens are not used to enclose the space. Wind barriers may be incorporated into the design where appropriate.
Bicycle storage, as described in another section of this IDG, may be designed as an integral part of the break pavilions. Such bicycle storage areas may be located under a roof structure for weather protection when desirable.
