11.3.8 Dumpster Enclosures

The grouped storage of garbage cans and trash dumpsters needs to be consistently screened from view.  There are many areas across the installation where dumpsters are an eyesore.  Trash dumpsters and grouped garbage cans must be concealed on at least three sides by the use of walls, earth berms, and/or landscape planting.

The location of dumpsters and their enclosures can have a significant visual impact and should be addressed as part of an overall building design and incorporated in site plan as part of the roadway system or the parking lot.  Dumpsters need to be conveniently located in relation to the facility they serve and must be positioned to allow efficient servicing.  However, they should not be located within direct view of the main roads and building entry sidewalks.  To the greatest extent possible, incorporate dumpster placement into areas screened with walls, fencing, or plant material.  Avoid locating dumpsters along major circulation or use areas.  Dumpsters should be directly accessible by way of a paved service drive or parking lot with adequate overhead clearance for collection vehicles.  All enclosures should be located to avoid access and door swing conflicts with nearby walks, parking lots, and service areas.  Antiterrorism/force protection requirements restrict the location of dumpsters to a minimum of 10 meters (33 feet) from inhabited buildings and 25 meters (82 feet) from billeting and primary gathering areas.  See the Unified Facilities Criteria (UFC) 4-010-01, DoD Minimum Antiterrorism Standards for Buildings for more information.

11.3.8.2 DUMPSTER ENCLOSURE DESIGN

Trash dumpsters and garbage cans must be concealed on at least three sides by the use of walls.  Wall materials must match the building materials, forms, and colors used on the adjacent building to which the enclosure is associated with or the visual zone the enclosure resides in.  Dumpster enclosures in high visibility areas shall incorporate opaque gates into their design, such that enclosure contents are not visible.  Gates shall be constructed of steel privacy fencing.

Incorporate plantings to buffer the visual impact of screen walls.  Accent plantings shall be provided with all enclosures as required in Section 10.  Walls or fencing should be a maximum six feet (6’) in height.  Provide a minimum three feet (3’) clearance on each side between screen walls and dumpsters to allow adequate pedestrian and truck access.  All dumpsters should be placed on concrete pads with aprons large enough to encompass the bearing points of the service vehicle.

All dumpsters shall be painted brown to reduce their visual prominence.  Stenciled caricatures, or similar attachments, are prohibited at all dumpsters and trash receptacles.

11.3.8.2.1 Level 1 Dumpster Enclosures

Level 1 dumpster enclosures shall be applicable for all enclosures servicing buildings (or groups of buildings) in the Unit Operations and Maintenance Visual Zone B (including all sub zones), Schools Visual Zone C1, Installation Administration & Support Visual Zone D (including all sub zones), and Airfield Visual Zone F.  Level 1 enclosures shall consist of six foot (6’) high walls on a minimum of three (3) sides.  Earthen berms and landscaping must be used on the three sides not containing the service entry to reduce the visual impact of the enclosure.  Enclosure walls are to be finished on the visible side in brick and the color of the brick is to be as dictated for that visual zone.  Steel gates and frames are to be painted to match the roof color dictated in the visual zone the enclosure is located in.  A CMU wainscot is acceptable on the dumpster enclosure if allowed on the buildings in the visual zone.

11.3.8.2.2 Level 2 Dumpster Enclosures

Level 2 dumpster enclosures shall be applicable for all enclosures servicing buildings (or groups of buildings) in Logistics and Industrial Visual Zone A, Recreation Visual Zone E, and Training and Open Space Visual Zone G.  For this level, the enclosure may consist of walls, earth berms, and/or landscape accent planting, which shall be applied on at least three sides of the enclosure.  Accent plantings shall be provided at all enclosures as required in Section 10.  Where earth berms are used, they shall be limited to a maximum slope of 3:1 (three feet horizontal to one foot vertical). Where walls are employed as a part of the required enclosure, they shall be a minimum height of six feet (6'), measured from the top of the wall to finish grade at the exterior of the enclosure service entry.  Enclosures shall coordinate with the exterior of the associated facility.  Enclosure walls can be constructed out of integrally colored CMU.  The color of the CMU is to be as dictated for that visual zone.  Steel gates and frames are to be painted to match the roof color dictated in the visual zone the enclosure is located in.
