11.4.7.11 Facility Memorialization Signage

In general, the Army honors deceased former members or civilians, who have served with valor or distinction, through a continuing memorialization program.  At Fort Carson, buildings and streets are the primary infrastructure used for this purpose.  Amy Regulation 1-33 (Memorial Programs), which can be found electronically at http://www.apd.army.mil, is the applicable regulation that provides guidance on criteria, procedures, and approving authorities.  Except for medical facilities, the Garrison Commander is the designated approval authority for memorialization requests at Fort Carson.  Prior to approval, the Garrison Commander will normally have requests reviewed by the Director of Public Works. For medical facilities (i.e., those funded by MEDCOM), the Commander, MEDCOM is the approval authority.

Names of memorialized individuals are allowed on street side facility identification signs for common-use type facilities at Fort Carson which will not be reassigned between units over time, i.e., hospitals, clinics, dining facilities, and reserve centers.  Street side building identification signs for unit-level facilities, i.e., barracks, company headquarters and above, and vehicle maintenance facilities, will not carry names:  memorialization of these facilities can be supported by the placement of plaques and displays within the facilities, generally in entrance lobby areas.  Streets can be named/renamed for deceased individuals, as approved by the Garrison Commander, after first coordinating the proposed name with staff of the El Paso County 911 emergency notification system.
