11.6 UtilitiesUtility systems provide the basic infrastructure of power, communication, water, and sewer services necessary for the operation of the installation. Utilities play a key role in the visual quality on an installation. Their primary impact on the visual quality is the result of the clutter of overhead utility lines and poorly designed storm water drainage systems. Before any utility is activated, the contractor installing that utility (electric, gas, water, etc.) shall contact the DPW, Base Operations Division and provide (2) two sets of as-built (red line) drawings representative of the as-built condition before any utility is energized. ANY UTILITY PUT INTO USE WITHOUT MEETING THE AS-BUILT DRAWING REQUIREMENT WILL BE SHUT OFF AND LOCKED OUT BY BASE OPERATIONS WITHOUT PRIOR NOTIFICATION. POC: Electrical 526-6673. Utility lines shall be bored or jacked beneath streets and pavements. Cutting and patching may be allowed in select areas where such damage is considered to be of no consequence, such as, where a street is scheduled to be reconstructed shortly after the line is placed. (Check with the DPW project manager.) The visual and environmental impact of utilities should be minimized on the installation. Also, the systems should be designed to minimize maintenance and repair. The result is a more sustainable utility system that will promote the overall sustainability of the installation.
