B.3.6.1.3 SODGENERAL CANTONMENT LANDSCAPE SPECIFICATIONS SOD GUIDE SPECIFICATION TITLE: SOD Dated FOR MORE DETAILED SITE SPECIFIC QUESTIONS, CONTACT DECAM, RESOURCE SUSTAINMENT BRANCH CHIEF. General Applicable Publications The following publications of the issues listed below form a part of the specification to the extent referenced. The publications referenced in the text by basic designation only. Federal Specifications (Fed. Spec.): O-F-241D Fertilizer, Mixed, Commercial Colorado Department Of Agriculture: Colo House Colorado Nursery Act with Bill No l242 l985 Amendments Title 35 Colo Dept of Agriculture Article 12 Fertilizer Act of 1977 Quality Control The Contractor shall establish and maintain quality control for operations under this section to assure compliance with contract requirements and maintain records of quality control for materials, equipment, and construction operations. Specific Tasks General The Contractor shall perform those services specified by Delivery Orders by furnishing all labor, material and equipment to meet the requirements of the tasks stated in this section. Utility Line Location The Contractor shall closely coordinate all excavating with the DECAM Management Agronomists office (579-2752/2022). There shall be no excavation until exact locations of utility lines are determined and a Facilities Engineering Work Clearance Request Form (FC Form 85) has been approved as required by FC and 4D Reg. 420-20. The Contractor shall coordinate these services 14 days prior to excavation. Response Time The Contractor shall begin site preparation and sod installation within seven working days after receiving a delivery order from the Contracting Officer. Materials Sod The Contractor shall provide Turf-type tall fescue or Buffalograss sod planted on cultivated agricultural land and grown specifically for sod purposes. Sod shall be procured from areas having growing conditions similar to the area on which it is to be used. Sod shall be free of weeds and disease, stones larger than 1 inch in any dimension, woody plant roots and other material detrimental to the development of turf or to future maintenance. It shall be mowed prior to lifting to a height not to exceed 3 inches. Sod shall be machine cut at a uniform soil thickness of 3/4" - 1 inch, plus or minus 1/4 inch at time of cutting. Measurement for thickness shall exclude top growth and thatch. Individual pieces of sod shall be cut to a standard width and length, and shall be plus or minus 1/2" on width and plus or minus 5% on length. Broken pieces and torn or uneven ends will not be acceptable. Fertilizer Fertilizer shall be commercial grade, free flowing, low in salts, uniform in composition, delivered in fully labeled sealed containers, and shall conform to applicable state and federal regulations. Granular fertilizer shall conform to Fed. Spec. O-F-241, Type I, Level B, and shall bear the manufacturer/s guaranteed statement of analysis. Granular fertilizer shall contain the following minimum percentage of plant food by weight: 20% available nitrogen, 20% available phosphoric acid, 10% available potash When slow release nitrogen forms are used in the fertilizer mixture, they shall be derived from sulfur coated urea, urea formaldehyde, plastic or polymer coated prills, or isobutylenediurea. The area(s) shall be fertilized at a rate of 1 lb. of fertilizer per 1000 sq. ft. or 40 lbs. per acre. Water Distribution of the water from the Government source for all portions of this work including maintenance, shall be the responsibility of the Contractor. Failures in any irrigation system shall not relieve the Contractor from applying the water necessary to irrigate the newly planted sod. Preparation Of Site Site preparation and completion of sod installation within seven (7) working days will be required on each individual delivery order excluding delays due to inclement weather. Equipment necessary for the proper preparation of the ground surface and for handling and placing of all required materials shall be on hand and in good condition. All vegetation on the areas to be sodded, and all debris unearthed during preparation of the sodbed, including stones larger than 2 inches in any dimension, shall be removed. Prepared sites shall provide adequate drainage. Any deviations there from shall be corrected prior to sodding. Repair of erosion or correction of grade deficiencies shall be topsoiled as specified in 3.5.1. Clearing And Grading The Contractor shall clear the area to be sodded of all existing vegetation and prepare the areas to be sodded by roto-tilling, leveling, grading and adding topsoil. All areas to be sodded shall be uniformly sloped away from buildings, towards ditches or area drains. After the area to be topsoiled has been brought to grade, compacted where necessary, and prior to spreading the topsoil, the subsoil shall be loosened by disking or by scarifying to a depth of at least 2 inches to permit bonding of the topsoil to the subsoil. Tillage And Leveling After the areas have been cleared and brought to grade, the ground shall be thoroughly tilled to a depth of four (4) inches. Soil texture after tillage shall be uniformly granular, free of wet, compressed or dry lumps to the full depth specified. Tillage shall be accomplished only when soil condition permits proper manipulations. Undulations and irregularities in the ground surface resulting from soil preparation operations shall be corrected with depressions filled and all surfaces smoothed to conform to the established grades. Work shall be performed only during periods when beneficial results are likely to be obtained. When conditions such, by reason of drought, excessive moisture, or other factors that satisfactory results are not likely to be obtained, work shall be stopped. Work shall be resumed upon the COR's concurrance and approval. Completion time will be extended if work is stopped by the Government. Prior to the installation of sod, the contractor shall notify the COR for site inspection of prepared area. Application Of Soil Amendments Soil amendments shall be incorporated into the soil to a depth of at least 4 inches and may be incorporated as a part of the tillage operation. Soil amendments shall consist of peat, organic matter, and/or aged manure. At least 3 cubic yards of organic matter per 1,000 square feet (equivalent to 1 ¼ inches deep) shall be added to the soil surface and tilled in. Fertilizer shall be added to the soil surface and tilled in with the organic material. Deliveries And Inspections Deliveries of sod by the Contractor shall be FOB, DECAM, Building 302 for count inspection prior to being dispatched to work sites. Delivery times shall be limited to normal hours of operation (Monday through Friday from 7:00 AM to 3:30PM). Documentation of sod cutting time will be provided to the COR when sod is delivered and prior to transport to work site. Final inspection and acceptance for quality will be made by the COR at the work site. Sod Inspection The sod shall be inspected during laying operations and any sod which fails to meet the requirements of Paragraph 3.4.1. or which has been permitted to dry out or become otherwise injured during transportation or storage, so that its survival after placing has been rendered doubtful, will be rejected. All sod shall be of uniform thickness within the limits as herein-before set forth. Installing Sod The Contractor shall insure that the sod is transplanted within 24 hours after lifting unless wet or freezing conditions prohibit normal laying operations. During delivery and while in storage, sod shall be kept moist and protected from exposure to the air and sun and from freezing. Sod shall be laid smoothly, edge to edge, with staggered joints. In ditches, sod strips shall be laid at right angles to the flow of water. On long slopes strips shall be placed at right angles to the slope. The sod shall immediately be pressed firmly into contact with the underlying soil by tamping or rolling to eliminate all air pockets, provide a true and even surface and assure knitting without displacement of the sod or deformation of the area surface. When moisture deficiencies in the sod and soil surface are such that intimate contact of sod and sodbed cannot be obtained, the sod shall be thoroughly watered prior to rolling and rolling accomplished as soon as the surface is acceptable for equipment operation. Excess material from the planting operations shall be disposed of as directed. All sodded areas representing one day's planting shall be watered within that same day. Sufficient water shall be applied to wet the sod completely and at least 2 inches of the sod bed. On slopes 2-on-1 and steeper, the sod shall be secured in place with wooden pins. Wooden pins for pegging shall be 10 to 12 inches long with an approximate cross-section of one-half square inch. (Lath is acceptable.) Pins shall be driven at right angles to the slope and flush with the sod surface, with a minimum of 2 pins per piece of sod. Maintenance: Maintenance Of Sod The Contractor shall maintain the sodded areas for a period of 30 days after installation, prior to final acceptance by the COR. Maintenance shall consist of watering; providing protection against traffic, mowing, and repair of damaged sod. If sod is unsatisfactory at the end of 30 days, the Contractor shall perform re-sodding within two (2) working days, and maintain replacement sod for 30 days. At the end of the 30 day maintenance period, the Contractor shall contact the COR for re-inspection. The final product being sod which is green living grass in active growth and free of weeds. Watering Watering shall be done as soon as drying is evident. Watering shall be done in a manner that will not damage the finished sod surface. Repair Of Damaged Sod Any damage that is a result of the maintenance operations shall be repaired. When any portion of the surface becomes gullied or otherwise damaged after any part of the area has been sodded, the affected portion shall be repaired to reestablish the condition and grade of the soil prior to sodding and shall then be resodded as previously specified at no additional cost to the Government. Following the repair action, the Contractor will assume the duties of maintenance as specified above. Mowing Not more than 40% of the grass leaf shall be removed by the initial or subsequent mowings. Height of grass after cutting shall be maintained between 2 1/2" and 4". Protection Of Sod Planting The Contractor shall provide protection against traffic by erecting barricades and by placing approved warning signs on the various work areas. Signs used will be approved by the COR prior to installation. Cleanup And Disposal Upon completion of daily operations, the entire area of contract work shall be cleaned of all excess materials, rubbish and debris, which shall be disposed of by the Contractor to the Fort Carson landfill. |
