Quality Control

The Contractor shall establish and maintain quality control for operations under this section to assure compliance with contract requirements and maintain records of quality control for materials, equipment, and construction operations.  The Contractor shall notify the contracting Officer at least 2 weeks prior to the start of seeding operations.

Delivery, Storage, And Handling: 

Seeding Material

Seeding material shall be inspected upon arrival at the job site, and unacceptable material shall be removed from the job site. 

During Delivery

Seed shall be protected from any drying, moisture or contamination by detrimental material. 

Fertilizer And Other Soil Amendments

Fertilizer and other soil amendments shall be delivered to the site in the original, unopened containers bearing the manufacturer's guaranteed chemical analysis, name, trade name, trademark, and conform to state and federal law.  In lieu of containers, fertilizer and other soil amendments may be furnished bulk.  A certificate indicating the above information shall accompany each delivery. 

Products

Materials: 

Seed

Seed shall be Colorado State-certified seed of the latest season's crop and shall be delivered in original sealed packages bearing the producer's guaranteed analysis for percentages of mixture, purity, germination, weed-seed content, and inert material.  The date of testing shall be one year or less at time of planting.  Seed shall be labeled in accordance with U. S. Department of Agriculture rules and regulations under the Federal Seed Act and applicable state seed laws.  Seed that has become wet, moldy, or otherwise damaged will not be acceptable.  All seed shall be adapted to southeast Colorado.  The pure live seed mixture to be used shall be as follows: 

Seed Mixture

The seed mixture shall be proportioned by weight as follows:

Turf-type tall fescue shall be used when seeding disturbed sites or new lawn areas. 

Fertilizer

Fertilizer shall be commercial grade, free flowing, low in salts, uniform in composition, delivered in fully labeled sealed containers, and shall conform to applicable state and federal regulations.  Granular fertilizer shall conform to Fed. Spec. O-F-241, Type I, Level B, and shall bear the manufacturer/s guaranteed statement of analysis.  Granular fertilizer shall contain the following minimum percentage of plant food by weight: 

20% available nitrogen

20% available phosphoric acid

10% available potash 

When slow release nitrogen forms are used in the fertilizer mixture, they shall be derived from sulfur coated urea, urea formaldehyde, plastic or polymer coated prills, or isobutylenediurea.  The area(s) shall be fertilized at a rate of 1 lb. of fertilizer per 1000 sq. ft. or 40 lbs. per acre. 

Topsoil

Separate excavation, hauling, and spreading or piling of top soil and all miscellaneous operations attendant thereto will be considered subsidiary obligations of the Contractor, covered under the contract unit price for excavation.  The topsoil used shall be a natural, friable soil, representative of productive soils in the vicinity and approved by the Contracting Officer or COR.  It shall be obtained from well-drained areas and shall be free of any admixture of subsoil, foreign matter, objects larger than 1 inch in any dimension, toxic substances, or any material or substance that may be harmful to plant growth. 

Colorado Certified Mulch

The Contractor shall have the options of using native grass hay fixed in place with disk land packers or disk harrows; or fiber mulch with tackifier applied simultaneously with grass seed and fertilizer by the use of hydroseeding machinery.  For slopes greater than or equal to 3:1 only, hydroseeding is recommended. 

All native Grass Hay, Hay, and Stray materials to include loose or bailed material used on Fort Carson and Pinon Canyon are to be Colorado Certified Weed Free.  See the Colorado Department of Agriculture's web site for a list of certified supplies.

Native Grass Hay Mulch

Native grass hay mulch shall be material from native pasture grasses that are free from noxious weeds, mold, or other objectionable material.  The native hay mulch shall contain at least 50 percent, by weight, material that is 10 inches or longer.  Hay shall be in an air-dry condition suitable for placing with blower equipment. 

Wood Cellulose Fiber Mulch

Wood cellulose fiber mulch shall be processed from wood chips specifically for use in hydraulic mulching and seeding equipment.  The mulch fiber will form a uniform slurry mix with the water.  When the mulch is sprayed uniformly on the surface of the soil, a uniform blotter-like cover will be formed that will allow water absorption and infiltration to the soil.  The mulch shall be nontoxic to plant and animal life.  The air dry weight of fiber content will not exceed 12 percent + 3 percent, with a pH range between 4.5 and 6.5.

Tackifier

Tackifier shall be a natural vegetable gum, blended with gelling and hardening agents.  When mixed with water this material becomes a tackifier/binder to act as an agent for erosion control, and provides a stable bed for seed germination.  This material shall be similar or equal to "Terra Tack 1" of 424 Cottage Place, Plainfield, New Jersey. 

Water

Water shall not contain elements detrimental to plant life and shall be obtained from an approved source prior to use. 

Execution

Dates For Seeding

Seedbed preparation and seeding shall be accomplished from spring thaw to June 15 and August 15 until consistent ground freeze, depending upon soil moisture conditions, except as otherwise directed in writing by the Contracting Officers Representative, through the DECAM. 

Preparation Of Seedbed: 

General

All vegetation, weeds, brush, and rubbish shall be cleared and removed from areas to be seeded.  Ground surfaces shall conform to the grades indicated and any deviations therefrom shall be corrected prior to seeding.  Soil used for repair of erosion and correction of grade deficiencies, shall conform to that specified in the MATERIALS paragraph. 

Tillage

Tillage should be performed only if the area was previously graded.  Otherwise the site should be seeded only (tillage may be required as specified by the Contracting Officer's Representative).  The soil shall be tilled to a depth of at least 4 inches by plowing, disking, harrowing, by the use of rototillage machinery or other approved operations to prepare an acceptable seedbed.  The work shall be performed only during periods when, in the opinion of the Contracting Officer, beneficial results are likely to be obtained.  When drought, excessive moisture, or other unsatisfactory conditions prevail, the work shall be stopped when directed by the Contracting Officer.  The soil surface shall be leveled to meet finished grade requirements before the next specified operations.  All seedbed preparation shall be performed on the contour to reduce soil loss.  On slopes 2 horizontal to 1 vertical and greater, tillage shall be done by scarifying the soil surface with heavy rakes, rotating chains drawn by tractor from the top of the slope, by a boom arrangement from the bottom of the slope, or by other equipment approved by the Contracting Officer.  Where soil conditions and length of these slopes permit the use of power driven rototiller machines, such machines shall be used to achieve necessary tillage.  On these slopes, minimum tillage depth shall be 2 inches.  No tillage is required on slopes steeper than 1 horizontal to 1 vertical. 

Application Of Fertilizer

Fertilizer and other soil conditioners shall be incorporated into the soil to a depth of at least 2 inches and may be incorporated as a part of the tillage operation.  When tillage is not required the fertilizer shall be broadcast prior to seeding.  Fertilizer shall be applied simultaneously with seed and mulch when hydro-mulch and seed equipment is used. 

Planting Seed

Prior to seeding, any previously prepared seedbed areas compacted or damaged by interim rains, traffic, or other cause, shall be reworked to restore the ground condition previously specified.  Do not broadcast seed or hydroseed when the wind velocity is such as to prevent uniform seed distribution.  

Applying Seed

The specified seed varieties and indicated amounts of the mixture shall be uniformly drilled, broadcast or hydromulched over all ground areas disturbed by grading and/or trenching and not otherwise surfaced and in such a manner that will produce an even stand of grass over the entire area seeded. 

Broadcast Seeding

When required, seed will be broadcast with approved equipment.  Half of the seed shall be broadcast in one direction, and the remainder at right angles to the first direction.  Seed shall be covered to an average depth of 1/4 inch by disk harrow, steel drag mat, cultipacker, or other approved device.  Broadcast seeding will not be permitted when the wind velocity is greater than or equal to 10 miles per hour.  The broadcast seeder shall be calibrated to achieve seeding rates outlined in section 4.1. 

Drill Seeding

Seed shall be uniformly drilled to an average depth of 1/2 inch using equipment having drills not more than 6-1/2 inches apart.  The seed drill shall be calibrated to achieve seeding rates outlined in section 4.1. 

Rolling

Immediately after seeding, except for slopes 3 horizontal to 1 vertical and greater, the entire area shall be firmed with a roller not exceeding 90 pounds for each foot of roller width.  Do not roll areas seeded with seed drills equipped with rollers. 

Hydroseeding

Seed and fertilizer shall be added to water and thoroughly mixed at the rates specified in section 4.1.  Wood cellulose fiber mulch shall be added at the rates recommended by the manufacturer after the seed, fertilizer and water have been thoroughly mixed to produce a homogenous slurry.  Slurry shall be uniformly applied under pressure over the entire area.  Adequate soil moisture shall be ensured by spraying water on the entire hydroseed area and moisten the soil to a minimum depth of 2 inches.  Do not roll the hydroseed area. 

Vegetative Mulching

Vegetative mulching shall be done within the same day as broadcast or drill seeding. 

Applying Mulch

Straw mulch shall be spread uniformly in a continuous blanket over the seeded areas, using 1-1/2 tons (3,000 lbs) of material per acre.  Mulch shall be spread by hand, blower-type mulch spreader or other approved method.  Mulching shall be started on the windward side of relatively flat areas or on the upper part of slopes 2 horizontal and 1 vertical or steeper.  Do not bunch the mulch. 

Securing Mulch

After application, the material shall be anchored securely into the soil a minimum of 3 inches.  The Contracting Officer may order the employment of hand-crimping operations on such areas where excess ground slopes or confined areas would cause unsatisfactory crimping or result by mechanical methods. 

Watering

Watering shall be started within 7 days after completing the seeded area.  Water shall be applied at the rate sufficient to ensure moist soil conditions to a minimum of 2 inches.  Run-off and puddling shall be prevented. 

Protection And Cleanup

After seeding and mulching operations have been completed, barricades and approved warning signs shall be erected as required to provide protection against traffic and trespass.  Excess material from seeding and mulching operations, and all debris, shall be cleaned up and disposed of off the site at an approved location.

Establishment And Maintenance

General

The Contractor shall be responsible for the establishment and proper maintenance of seeded areas for a turf establishment period of 2 months (60 days) after completion of all seeding or until all work on the entire project has been completed and accepted, whichever period is longer.  Fall seeding shall be maintained until 1 June of the following season.  Work shall include watering, mowing, protection of embankments and ditches from erosion, and the maintenance of the mulch covering. 

Stand Of Grass

The Contractor shall produce a stand of the specified grass that shall be alive, growing, and healthy at the end of the maintenance period.  The acceptable minimum plant density and coverage for an irrigated seeding is 100 plants per square foot.  Bare spots shall be no larger than 6 inches square.  The total bare spots shall not exceed 2 percent of the total seeded area.

Watering

Irrigated Seedings

Irrigated seedings shall be watered frequently, by the Contractor, to promote seed germination.  Watering equipment shall be furnished by the Contractor of a type that will not damage finished grades.  Watering shall keep the ground surface moist to a depth of 2 to 4 inches.  Watering shall be provided at such intervals and at such rates that wilting, puddling, and runoff do not occur.  As turf develops, the frequency of waterings may be reduced and quantities decreased as growth and moisture requirements dictate. 

Mowing

The seeded areas shall be mowed with approved mowing equipment to height of 2-1/2 inches whenever the average height of grass becomes 4 inches.  When the amount of cut mowed grass is heavy, it shall be removed to prevent destruction of the underlying turf. 

Reseeding And Repair

During the maintenance period, any eroded or otherwise damaged areas shall be promptly repaired to reestablish the end condition specified herein.  Repair shall include all the operations indicated for the particular area involved to produce the end result specified prior to damage.  The cost to re-perform the work will be born by the Contractor. 

Final Acceptance

Final inspection and acceptance will be at the end of the turf establishment period.  Final acceptance of the turf will be based upon a satisfactory stand of turf as defined above.  Rejected areas shall be replanted or repaired as directed by the Contracting Officer.
