B.5.12 Noxious Weeds

General Information: 

The following information is for those activities that import or move fill material, perform reseeding activities, control runoff from buildings and parking lots, and minimize the loss of wetlands. 

Noxious Weed Contaminated Fill Material And Seed 

Contaminated fill material is defined as soil, sand, gravel, road base and riprap that contain noxious weed seed or plant materials.  Seed mixes must be free of noxious weed seed.  Examples of species of special concern follows: 

(1)  leafy spurge

(2)  Russian knapweed

(3)  spotted knapweed

(4)  diffuse knapweed

(5)  Canada thistle

(6)  musk thistle

(7)  Scotch thistle

(8)  purple loosestrife

(9)  tamarisk

a.  Contaminated fill from on-site: 

1.  The Cantonment area has been surveyed for noxious weeds and a copy of 1:100 overlays are with DPW Master Planning. 

2.  The noxious weeds overlays are to be used by Master Planning in the siting and planning phases. 

3.  Contaminated fill material may be used on the project site from which it originated. 

4.  Contaminated fill material may not be used on other project sites on Fort Carson except for disposal at the Fort Carson Landfill. 

5. Excess fill material is to be disposed of in the Fort Carson Landfill and covered the same day.   Material is not to be stockpiled.

b.  Contaminated fill from off-site: 

Additional fill material to be moved to the site from off post or from another location on Fort Carson must be approved by the DECAM at the site of origin. 

c.  Weed free seed: 

Seed and seed mixes must have a certificate or seed tag indicating that it is free of noxious weeds.  Reject the material if there is no certificate, a seed tag is not attached to the container by the seed dealer, or if there is a presence of noxious weeds.

General Downrange Seeding Specifications For Fort Carson As Amended From The Corps Of Engineers Guide  

The primary purpose of the downrange seeding specifications is to ensure that the appropriate plant species are used to reclaim disturbed training lands.  It also provides the user with planting methods to obtain the highest establishment levels. 

a.  Follow these specifications when reclaiming disturbed lands downrange at Fort Carson and the Piñon Canyon Maneuver Site.
