B.5.2.1 Demolition and Renovation

General.  If the contractor/project proponent demolishes via any means (e..g., burning, dynamite, mechanical), performs destructive salvage or deconstruction of a structure or structural components, then the contractor/project proponent is subject to state and federal regulations even when there is no asbestos in the facility.  The contractor is responsible for submitting permit applications to the appropriate regulatory agency PRIOR to demolition, dismantling or renovation.

Coordination: A DD Form 6283 must be completed by the project proponent and project approval granted by the DECAM NEPA Program prior to submission of any permit  applications.  DECAM Air Program needs to review each demolition request to check and update its inventory on what air emission sources are contained in the facilities. 

If the activity occurs within the cantonment area, then General Conformity applies. The DECAM must prepare a Record of Non-Applicability (RONA) prior to project initiation.

El Paso County requirements: All structure demolition, dismantling, and renovation of a separate structure/building (regardless if it is temporary or permanent) on Fort Carson will require an El Paso County, regardless of whether or not ACM was in the building.   Structures require individual permits if it has a separate address.   

CDPHE requirements: Notification to CDPHE is required for all demolitions of all facilities (see definition in their regulation) and all asbestos abatement projects that exceed the trigger levels, whatever is the lesser quantity. The notification requirements apply to both friable and non-friable asbestos materials.
A CDPHE permit is required for the abatement of friable asbestos projects where the quantity of asbestos-containing material to be abated exceeds the trigger levels, whatever is the lesser quantity and the work is in an area of public access.  Any demolition, dismantling, or renovation activity involving a structure that has friable asbestos material requires a state permit.

Prior to any of the aforementioned activities, the project manager is responsible for ensuring that all ozone depleting chemicals (ODCs) are removed from equipment within the facility.  Link to ODC section. 

Permit Application The contractor performing the work is responsible for submitting a complete permit application to the county/state.  Coordination is necessary with the DECAM Asbestos Program to obtain a completed asbestos survey stating no friable asbestos remains within the structure.

The cost for a County permit is $65.00; CDPHE permit is $XX. (check w/Eldon).  CDPHE notification is $XX.

The contractor must provide a copy of all such permits to the DECAM Asbestos/Air Programs prior to project initiation.

Permit Requirements.  Each demolition permit should be maintained on-site and be readily available for inspection.  Both the 20% opacity at the source and the no off-property transport emission limitation guidelines shall apply to demolition activities, including clean-up of the site.  No person shall operate a new or existing demolition activity, which will allow or create emissions that will constitute or cause a nuisance to exist.   


Regulations: El Paso County Department of Health and Environment Air Quality Regulations; Colorado Air Quality Control Commission Regulation No. 1 and 8, Part B; 40 CFR Part 82 and Title VI, Section 608 of the Clean Air Act. 

Project Completion.   All mud, dirt, and demolition debris deposited on paved road surfaces must be removed at completion of the project.  Upon completion of any demolition project, landfill dump receipts must be submitted by the point of contact to the DECAM Air Program.  The DECAM will submit copies of the dump receipts to the County for project closure.
