B.5.2.4 Open BurningGeneral. Burning of rubbish, waste paper, wood, or other flammable material anywhere on Fort Carson or PCMS is strictly prohibited by El Paso County and state regulations, unless an open burning permit is first obtained. No permit will be issued to open burning during high pollution season. No permit will be issued for the burning of any items that has an alternative disposal method (i.e. trees/brush from land clearing activities can be chipped). No permit will be issued for any open burning activity if a practical feasible alternative method of disposal exists, which does not have to be as convenient or as cost-effective as open burning. The burning of buildings scheduled for demolition can occur for fire training purposes only and after the following have occurred:
Coordination with the DECAM Air Program is necessary to determine if the project is located within the Colorado Springs carbon monoxide maintenance area. If so then the contractor must provide information so the DECAM can perform a General Conformity Review prior to project initiation. Link to General Conformity section. Permit Application. The fire department (FD) performing the burn must coordinate with the DECAM and apply for the permit. If the FD doing the training is not Fort Carson’s, then the Fort Carson FD must be on site during the burn to ensure permit conditions are being followed. The Fort Carson FD is responsible for informing the PAO about the upcoming burn. Permit Requirements. All permit conditions must be strictly adhered to. Burning in a manner that does not result in a violation of ambient air quality standards for particulate matter is also clearly stated within the Permit. Project Completion: As Open Burn Permits are only issued for the place and time indicated on the application, the DECAM does not require notification of completion. If, however, the time or location changes, a new permit may be required and the project proponent should contact the permitting authority, as well the DECAM should be notified.
