B.5.2.8 General Conformity

All proposed construction, demolition, and renovation activities that fall within the carbon monoxide (CO) maintenance area must be reviewed to determine the CO emissions or document that the project is exempt from the rule.  

Such projects located within the CO maintenance area cannot commence activity until the appropriate level of conformity review and documentation has been completed by the DECAM.  Additionally, conformity review documentation supports National Environmental Policy Act (NEPA) analyses and documentation, which are required for projects falling within the maintenance area.    

The contractor is responsible for submitting the necessary data forms to the DECAM Air Program.  Sufficient time must be allowed to perform the and Review and Record of Non-Applicability (RONA).  The contractor must confirm with DECAM that the RONA has occurred prior to initiating the project.
