The Fort Carson Safety Office is regulated by Federal, State and local safety and health regulations and by U.S. Army Corps of Engineers' Engineering Manual 385-1-1. Inspection Checklist
Standards:
Safetyand Health Regulations:
For the protection of Fort Carson and contractor personnel, the contractor will comply with all federal, state and local safety and health regulations.
EM 385-1-1:
All OSHA standards apply. Where OSHA standards have not been published, U.S. Army Corps of Engineers EM 385-1-1, General Safety Requirements or other applicable requirements will be followed.

Pre-Construction Requirements
Safety Representation:
Prime contractors will provide the name and telephone number of the on site Company Safety Representative (CSR).
Required Documentation& Permits:

MSDSs/Hazardous Materials: Four weeks prior to the project start date, contractors will supply and forward to the Directorate of Contracting (DOC), copies of Material Safety Data Sheets (MSDSS) of all chemicals to be used by the contractor on Fort Carson. These MSDS will be forwarded to the Fort Carson Safety Office (FCSO) by DOC. The contractor will also supply the quantities, location and approximate date of usage of all hazardous materials.
(1) All MSDSs for materials used at the project site
(2) Company name
(3) Site Supervisor's name
(4) Any special instructions, i.e., hard hat area, etc.

Safety/Accident Prevention Plan: Prior to any work, the prime contractor will forward an acceptable Site Safety/Accident Prevention Plan to the FCSO. The plan will include, but not limited to, all requirements as outlined in Corps of Engineers Manual EM 385-1-1. *Note - Prime contractors dealing in asbestos or lead abatement will forward a copy of the Site Safety and Health Plan to the FCSO.
Hazardous Materials Briefing:
Contractors will brief the FCSO and Industrial Hygiene Representatives on hazardous material or other hazards related to the construction site that might affect personnel customers in the immediate area. The FCSO will brief all concerned staff/employees.
Radiological Eguipment:
Contractors must meet the following requirements before movement of any radiological equipment on to the Fort Carson installation:
Contractor & Safety Office Interactions
Stop Work Orders
The FCSO is authorized to issue stop work orders in the event of safety violations resulting in imminent danger.
Monitoring
The FCSO will randomly monitor the contractor's operations to provide for the protection of Fort Carson personnel and property and for compliance with multi-employer aspects of OSHA requirements.
Hazard Remediation:
The FCSO will assist the contractor in the adjustment of local conditions which result in hazards to Fort Carson personnel and property as a result of conflict with necessary activities of the commander.
Contractor Safety Duties
Accident Reporting

Upon acknowledgment of an emergency situation, contractors will immediately notify the Fire Department Emergency Communications Center (ECC) by dialing 91 1. If the incident occurs downrange of Fort Carson or at PCMS, the Range Control Office may be contacted, and Range Control will relay the information to the Fire Department EOC. (The Fire Department ECC will notify the necessary emergency medical teams, MEDEVAC and/or ground evacuation units.) For further information, refer to FC & 4D Reg 525-1.

The FCSO will be notified immediately by the contractor in the event of any motor vehicle accident involving a contractor's vehicle on the Fort Carson installation.

The FCSO will be notified immediately in the event of injury to an employee which requires hospital treatment. The contractor will also provide a copy of the compensation carriers report of injury which results in lost time beyond the day of the injury.
Traffic
Contractors will educate their employees on local traffic requirements prior to commencement of any work.
PT Days: Monday,Tuesday, Wednesday, and Friday (0630-0730) are physical training days for soldiers on Fort Carson. Contractor personnel will abide by the IO mph speed limit when passing troops in formation and give the right of way to soldiers in crosswalks.
Traffic Flow: Prior to any alterations of automobile traffic flow, contractors will contact and coordinate with the Directorate of Public Works.
Traffic Control: Fort Carson requires contractors to dedicate trained signal personnel to control traffic when necessary. Signaling procedures, safety equipment and safety measures will be followed in accordance with Corps of Engineers EM 385-1-1 08.B, and OSHA 1926.201.
Confined Space/Hot-Work:

Prior to starting any confined space work, contractors are required to have their confined space permit fully completed and must contact and inform the Fort Carson Fire & Emergency Services Communications Center (telephone # 526- 5615) of the commencement of any confined space work.

Prior to commencement of any hot-work (confined space), contractors will obtain a hot-work permit from the Fort Carson's Fire Prevention Office (telephone # 526-2679) in Bldg. 526.
Excavations:

Contractors conducting any excavating or trenching projects will brace, shore, bench, or slope as required in OSHA 1926 Subpart P and/or Corps of Engineers EM 385-1-1 Section 25.
