B.5.2 Air Quality Management Program

Any new, proposed stationary or portable air emission sources that are either temporarily associated with a project (i.e., generators, concrete batch plant, rock crusher) or permanently installed (i.e., combustion sources) must be coordinated with the DECAM Air Program in advance of project initiation.  Temporary land disturbance associated with a project may require an El Paso County and/or state permit.  In general:

Air permits must be obtained prior to project initiation

A DD 4283 Form project review must be submitted and project approval granted prior to submission of any permit applications. 

For temporary land disturbance permits, the contractor or project proponent will apply directly to the regulatory authority.  Copies of such permits must be sent to the DECAM Air Program prior to project initiation. 

The project proponent and contractor are responsible for ensuring compliance with all permit conditions immediately upon project initiation. 

Any sources that produce air emissions that are not described in this chapter (e.g. asphalt and cement batch plants, stockpiles of contaminated soil should be coordinated with the DECAM Air Program for further information.

Any non-compliance issues must be self-reported to the DECAM Air Program as it is a violation in itself to knowingly and willfully operate a source that is not in compliance with any of the permit conditions. 

Included in this section is permitting information and requirements for various emission sources and other coordination issues that must occur to ensure Fort Carson remains in compliance with complex air regulations and various installation-wide emission thresholds. This is provided to assist the contractor/project proponent, who is responsible for ensuring its emission sources are permitted appropriately.

Notably. some stationary sources may be exempt per the regulations, but due to Fort Carson’s major source status, the DECAM Air Program may require the source to be permitted or acquire specific control technology to minimize emissions and not exceed installation-wide emission thresholds.  Therefore, close coordination with the DECAM is required for comprehensive program management and for the best interest of Fort Carson.  Direct questions/concerns to the DECAM Air Program at 526-6601/-1708.
