B.5.3 Contaminates

When buildings facilities are newly designed, renovated, demolished, de-constructed, or upgraded, Fort Carson has an Asbestos, Lead Base Paint, Radon, and PCB Management Program which must be followed.  The Asbestos Management Plan (AMP) applies to the United States Army post at Fort Carson and Pinion Canyon Maneuver Site (PCMS).  The procedures herein also apply to contractors and to visitors while present on Fort Carson.  This AMP sets forth the activities and procedures designed to identify and control Asbestos Contained Materials (ACM) hazards in facilities at Fort Carson.  Asbestos hazards are created when ACM is disturbed by actions such as construction, deconstruction, renovation, accidents, deterioration, or disturbing the soil.  The AMP also describes procedures to minimize ACM hazards by proper management of materials in place.  The Asbestos Program is designed to protect the health and safety of all persons who may come into contact with on-site ACM and to comply with regulations set forth by EPA, the Occupational Safety and Health Administration (OSHA), and all appropriate state and local regulatory agencies.   Asbestos abatement activities are governed by the following regulations:

Federal regulations: CFR 29 part 1910, section 132, 134, 145, 146, 1001, 1020, 1200 and  CFR 29 part 1926, section 20 through 33, 35, 59, 95 through 107, 1101.
Emission Standards for Asbestos and Air:   Regulation No. 8, Part B, 5CCR1001-10, Part B.

Asbestos Contaminated Soil 6 CCR 1007-2.

Air Program Compliance: Title 5, Clean Air Act.

Environmental Protection and Enhancement - Army Regulation 200-1.

The Lead Management Plan (LMP) applies to the United States Army post at Fort Carson and Pinion Canyon Maneuver Site (PCMS), Colorado under Fort Carson command.  The procedures herein also apply to contractors and to visitors while present at Fort Carson.  At Fort Carson, lead is commonly found in exterior and interior paint applied to buildings and other structures at the post.  The Lead Management Plan is a guidance document to direct all aspects of the lead management program for Fort Carson and PCMS.  It is intended as a reference source, a planning guide and a documentation aid for LBP and other lead related activities.  The plan is designed to direct health, safety and disposal activities associated with demolition, renovation, construction, and upgrading. The Toxicity Characteristic Leaching Procedure (TCLP) is used to determine whether a waste is considered to be hazardous waste.Federal regulations include: 

Hazardous Waste determination 40 CFR 262.11 and 40 CFR 261.24.  Demolition waste characterization should be performed on structures containing lead based paint.

The Polychlorinated Biphenyl Management Plan (PSBMP) applies to the United States Army post at Fort Carson and Pinion Canyon Maneuver Site (PCMS), Colorado under Fort Carson command. In order to meet Federal, State, and Department of Defense (DOD) requirements, and to help prevent personal injury, or harm to public health and the environment, concerted efforts must be made by all Fort Carson personnel to provide safe handling, control, and disposal of PCBs.

Information and procedures presented in this PCBMP will be used to guide Fort Carson personnel (including PCMS) with the management of PCBs.

Colorado Hazardous Waste Regulations 6 CCR-1007-3.

Toxic and Hazardous substance 29 CFR part 1910-1200.

Toxic Substance Control Act (TSCA) 40 CFR part 761.

Resource Conservation and Recovery Act (RCRA) 40 CFR Parts 260-282.

Army Regulation 200-1.

Abatement activities/plans shall be reviewed and approved by DECAM.  Waste generated shall be disposed of in a manner which complies with CFR 61 Sub M. and waste manifest shall be submitted to DECAM for incorporation with project data.

After project completion, a copy of all documents regarding ACM, LBP, PCBs, and Radon shall be furnished to DECAM records.  POC is the Asbestos, Lead, Radon, and PCB Program Manager Eldon Granger,  at 526-1687
