SPECTRUM targets Platoon Leaders & Company to Division Commander & Battle Staff Personnel. SPECTRUM considers; Political, Economic and Sociological Effects in an "Operations Other Than War" (OOTW) Environment and Rehearse, Conduct and Exercise Emergency Management / Environmental Management Issues. SPECTRUM plays Combat (Full-scale), CS (limited) and CSS (limited). SPECTRUM is not a Force on Force Simulation.
SPECTRUM is a low-cost, high training yield, user friendly, flexible and adaptable simulation that fills a void left by other training tools to prepare varying training audiences for operations other than war. It can support training scenarios from the individual soldier to the National Command Authority and is limited only by the imagination of exercise directors and designers. As the simulation evolves and new scenarios are developed, the up front load tasks will be diminished as more and more users have on-the-shelf exercises ready to execute. The NSC Spectrum team will continue to develop new exercises and provide them to the field, as they become available. Spectrum may serve as the baseline simulation from which all new simulation technologies evolve to replicate the full dimensional environment of operations other war and indeed war itself.
SPECTRUM does not function like BBS, JANUS or other well-known simulations. Those simulations relay on automatic combat engagements when one side sees another. Most other simulations are two sided and only concerns themselves with adjudicating combat and combat related activities by using complicated algorithms to determine outcomes. Those simulations realistically replicate the effects of weapons, personnel strength and doctrinal applications of tactics to determine outcomes and provide the training audience feedback. In the OOTW environment, automatic combat engagement is least desirable because so many non-combatants are exposed which requires a different approach to planning and operations.
SPECTRUM provides an environment with multi-colored, multi-sided icons in an effort to replicate a realistic situation on the ground that is found in most OOTW missions. Even in war, populations, economics, politics, and non-governmental agencies along with other governments are evident on the battlefield and require commanders to consider impacts on them during combat operations. Spectrum portrays the graphics and terrain of this environment and adds the human dimension. Again, Spectrum performs differently than other simulations by design and users should not attempt to make Spectrum a force on force model.
It should be noted however, that a simple combat engagement algorithm exists in Spectrum for those incidents in some OOTW environments where inevitable combat occurs. The data file editor is used to build units, equipment, ammunition, and mines. It contains libraries of forces, players, wound data, rank data, and commodities consumption and casualty ratios. The file editor is used to build the environment including weather, season, climate, terrain, angle of attack and target posture. Medical/maintenance for the selection of specialty doctors, Class VIII, maintenance crews and repair parts is also contained herein. The data file editor provides a series of reports or lists of the items built within this particular editor. On line help is provided with this editor.
